Adding pillar configuration option for Debian based systems. #4

closing after speaking with babilen on irc about formula conventions... will resubmit

Now uses map.jinja only for distribution-specific options. Config options are overridden directly by pillar data. I felt this fit the convention of other formulas most closely.
