Improve TOFS documentation based on recent queries, PRs, etc. #128

A few potential improvements to make to the TOFS document based on recent queries, PRs, etc.:

  1. [ ] file.recurse: query + query => formula example
  2. [ ] file.managed + names: #126
  3. [ ] Using '' in pillar/config: #124
  4. [ ] Using v1_path_prefix for ng formulas: https://github.com/saltstack-formulas/systemd-formula/pull/37#issuecomment-496673858

Any/all to be implemented after any relevant discussions here.
