What does this PR do?

Removes automate PR creation against the Salt repo, as it requires Write permissions directly against the Salt repo (for branch creation)
Removes unnecessary steps from RELEASE.md, and update for latest release process workflow

What issues does this PR fix or reference?

Releases unable to complete due to permissions failure against salt repo
