[TESTS] Enable disabled boto tests #58771

Enable a number of boto tests that were previously disabled due to https://github.com/spulec/moto/issues/493
Enble boto_vpc state tests previously disabled due to https://github.com/spulec/moto/issues/1706

These issues was resolved and these tests appear to work as expected.

This isn't really a feature, but more like Maintenance maybe I need to create a new label

I admit, I created this issue in-part due to concerns that I needed an issue number to properly fill in the changelog/ pattern. But it appears that GitHub implements a PR as a form of issue, so the issue number and pr numbers can't collide (and the #NNNNN syntax works for both).
