What does this PR do?

Update the CODEOWNERS file to simplify the file.

One single target: The entire codebase
One single team: The Salt Project core team devs

In the future, if we wish to have assigned devs to different areas of the codebase, it can be revisited.

This work is being done as part of the prep for the Salt Project Community Maintainer Pilot Program.
