Refactor the SGF package #9

The design of the sgf package is poor. A clearer wall needs to be set between the read.py and the library.py files.

It may also be reasonable to factor read.py out completely into its own package, as the functionality is used by Go Familiar but is not fundamental to GoFamiliar.
