feat: local state

• eventual local will persist to outDir/.eventual/serviceName/local
• use --no-persist to turn off
• use --persistLocation to specify a different location to write to and read from
• Added support for execution logs in local
• Added getExecutionLogs to the service client/system commands
• Refactored logs command to use the service client
