treat punchcard / CDK code as TS-first, closes #57 with some extras #61

add ts-loader as a dependency
add @types/webpack for completeness sake
display compilation errors if any, helps during development pre-deploy
type webpack config variable
add "Plugin" webpack type to app.addPlugin so it's safer

PS: although the original issue was about Lambda@Edge, the main issue of not compiling code is fixed. Lambda@Edge would need another approach to fully close #57 (or could create another issue for this matter)
