Make universal module display a warning when none scope is selected (include or excude) #321

This can be confusing to the user as nothing is displayed. A small message will 
save time and frustration

FLEXIcontent module may display only category information so such a message is 
not appropriate in the frontend, instead this should go to the backend

This is invalid since in some cases the module should display nothing
