Reversed Iterating Rules #58

Rules which scan from back to front, which might be needed for vowel syncope or similar things.

I've noticed that deletions seem to require not only and environment, but one before the _. I imagine backward scanning would resolve this issue too? (Not that it seems to matter, in that it's not too hard to make a workaround - but this, being undocumented, caught me off guard!)
