Rule import does not load variables #84

Current implementation compiles the imported file and retrieves it's Command objects, but this will not load variables, models, or normalization settings.

[x] Commands
[x] Variables
[x] ~~Lexicons~~ (this is handled through commands)
[x] Reserved
[x] Formatter Mode
[x] Mode
