workflows: update text matrix to use fedora 40 #115

Fedora 40 has been out for a few weeks. Update the test matrix to remove the EOL fedora 38 and use fedora 40.

@obnoxxx as discussed over chat earlier.

This will need manual merging, to override branch protection and because mergify config has changed. I decided to do both at once. Since I'd mainly just be inconveniencing myself by splitting it.
