Initial push of stan_jm.R and jm.stan to rstanarm #1

priorLong_options etc have been linked to priors Rd file -- this may need to be changed.

Use of pad_reTrms in stan_jm.R was changed so that it now uses the updated pad_reTrms function based on Ztlist rather than Z.
