If you simply use expand all or collapse all without having first changed the expanded state of any issue, then everything appears to work as expected. However, if any issue is individually expanded or collapsed, then the expand all/collapse all obviously works as a toggle, so by clicking expand all, all collapsed items will be expanded, but any items already expanded will be collapsed.
