Add transmitter #1

I'm using this library (thanks! awesome work!) and need a transmitter, but I notice there's only the receiver. I'm going to see if I can add transmitter functionality in and then make a PR.

I'll probably also make a README in another commit.

That would be great. It's good to know that someone else is using this.
