The IDE release schedule shouldn't depend on system releases #13

Currently the IDE release schedule appears to be in lock-step with releases of iOS or MacOS.

It would surely be a lot better to go back to the old way of working where updates to the IDE could be released independently of updates to the OSs.

That way the IDE could be revised much more responsively.
