Tested by placing two different turtle egg bunches on sand next to each other at the same time. I put a sand castle on top of one of them, set the random tick speed to a high value and then waited.
The eggs which did not have the sand castle on top of them eventually hatched, while the ones under the sand castle did not.
The eggs under the sand castle didn't even progress towards hatching at all, as evidenced when removing the castle to inspect the eggs underneath.
From what I can glean from the mod page description, this is not intended behavior.
