Please be sure to use Linux.

Our general advice has always been that a Linux VM on Windows might be the easiest approach if you don't have a native Linux machine.

Someone at my institution actually did get obliv-c to work using the windows Linux subsystem. Based on his experience, I recommend against it. Much easier to use a VM as Samee said.
