Service to clean GitLab backup s3 #2099

This is a docker-image to keep only x GitLab backup in S3 compatible Object Storage.

This tool will be unnecessary when GitLab Issue #26246 will be closed.

This is actually better handled with aws life cycle rules. https://docs.aws.amazon.com/AmazonS3/latest/dev/object-lifecycle-mgmt.html
