allow !bomb throw to be used by everyone #518

to prevent spam, introduce a point limit or a cooldown on it (or both!)

it kinda defeats the point if it's admin+ only

If this does get added, it should be a setting that can be enabled / disabled by the streamer. All of the current TP moderation team are not in favor of allowing people to use the !bomb yeet command.
