fixes for anarchy mode with recent changes

while going through this I also noted there's a bunch of validity checks with votesolve that is very specific to one particular stream, ideally most of these will have to be configured with settings, as the current situation is that they are hardcoded and not configurable in any way, and I personally know I would not like to have some of these conditions on votesovles in my own stream (if I ever do go back to streaming ktane) (fixed in #621)
