Declarative Pi-Hole config #322

Directly via Nix or indirectly via a container.

Adlists, settings, etc.

Would supercede #317. Nothing stateful would need to be backed up in this case.

It'll need to be a container for now: https://github.com/NixOS/nixpkgs/issues/61617

Not ideal, but it would still allow it to move to Tentacool and save whatever power its RPi uses.

It'd be better to manage it via Nix directly for settings etc.

Watching the above. The same implicitly goes for everything currently running in a container.
