Populate dropdown box Streets from database #26

When the new database is ready the Add A Ride jsp needs to be updated such 
that the Streets dropdpwn box takes all the Streets where region is 
Palmerston North from the database table created by Jordan.

done. After running Add Locations in car.pool.persistence.test everyone should 
see 
street names appear on Add A Ride page.
