We don't need Haskell language server in CI so we should skip compiling that, hopefully reduce the build times 🤞

We don't need Haskell language server in CI so we should skip compiling that, hopefully reduce the build times crossed_fingers

down to sub 10 minutes, worth the time it took to work out how to do that.
