Nix Dockerfile #90

As a first step in CI we could build a docker image that has all the system and code dependencies pre installed. Only rebuilding the image if the definition, flake or cabal file changed.

This could also use cachix mentioned in #91

I think we can close this - it was intended for speed, but cachix has got CI into a reasonable state for now
