Inconsistent ELO ratings #5

confirm <id> allows for out-of-order confirmations which will conflict with the built-up ratings when the bot is restarted.

this is true, but not high priority the difference it makes on the ratings is very slight in addition people don't necessarily record the games in order, so both states are not "true reflections of reality" the issue is really that the ratings shift slightly when the bot is restarted, but I'm not too concerned

will still leave open as this is theoretically solvable
