When a quest is already toggled on reload, on remove, it doesn't remove from the diary. #70

I think maybe the questProgress list has old stuff in it? Maybe? And so it can't match with the freshly reloaded instances of the quests.

But doubting this until i can debug ^.

May also be causing quests to have lingering steps. Like interacting with NPC 1 shows FX on NPC 2 but the NPC 1 FX don't go away.
