Include Shipping and tax presets #173

Default blueprint should include one grouping of EU countries, to make life easier for the site admin :)

If there are any other logical groupings of countries, post it here.

On second thought, this is too specific to include in boilerplate. Even if a european default makes sense, do we include Switzerland? All EEA countries or just EU?
