As_path, implement the normalization. #149

As I suggested in the code here. It seems shake does similar business, it could also be helpful to have a look at how they handle Windows (see here). Related to #127.

Well, it seems rather that shake stopped doing normalization on the fly.

The support for that, if anything is needed at some point is in Bos.Path.
