Add 'New and Noteworthy' section to docs for 1.0-SNAPSHOT #341

Add a 'New and 'Noteworthy' stub to the docs for the 1.0-SNAPSHOT release.  The 
section can be maintained in step with the code.

This would keep the docs consistent, and may help avoid confusion around which 
features are included in which releases [1],[2].
