Get alerted when new entries matching a particular criteria enter the system.

Alert methods:

Email
Webhook (POST a json object to a user-supplied URL)

Design: there are a few options for implementation.

Integrate this into Samnsparky/pycotracer so records are checked during import
Write a new service that knows what records have been checked and periodically looks for new matches and takes action
An HTTP endpoint that causes a scan for new matches that we then poll via some heartbeat process
