Implement a web interface for ConPLex.

Description

This pull request implements a web application for ConPLex. The application is implemented in the subpackage conplex_dti.web. The application is further divided into the following subpackages:

• conplex_dti.web.models: Database models for the app, implemented with SQLAlchemy.
• conplex_dti.web.migrations: Database migrations for the app, autogenerated by Alembic and executable via python -m alembic upgrade head.
• conplex_dti.web.forms: Form classes for the app, implemented with WTForms.
• conplex_dti.web.views: View functions for the application, implemented with Flask.
• conplex_dti.web.tasks: Background tasks (such as featurization and modeling), implemented with Huey.
• conplex_dti.web.template: HTML templates, implemented with Jinja.
• conplex_dti.web.static: Generated Bootstrap CSS and JS files; JS files for the visualization.
