rework mailings to use Labels in templates instead of static texts. #245

the current system needs two different things to FULLY internationalize an
installation:

1.) edit Labels (using LabelsEditro for example)
2.) there are some text + headers in the mailings which are not
internationalized

templates should get there text from the labels NOT from the
Velocity-Template. The Template should contain only HTML-Formating.
