Improve feedback given for non-conforming PR descriptions #20

It appears that the current feedback given is not as helpful as we hoped--some new contributors are still unable to rectify their mistakes without a committer's help.

One idea is to provide suggestion in the message, that can be set per-repository.

For instance:

PR Title (Suggestion: Ensure that the issue ID is in the title)
