Danger meter #57

People keep making the mistake of building large numbers of bases.  One way
to make it obvious that this is a Bad Idea would be to add a danger meter.

I plan to add a second bar below the suspicion meters, displaying the %
chance of detection (or expected detections) per day for each group.  This
bar should handle color-coding and Advanced Socioanalytics the same way
that the suspicion bar does, though the set points will obviously be different.
