mise en place url rewriting #33

Il est demandé de simplifier les url des pages afin qu’elles soient
compréhensibles et faciles à récupérer (nom de la page) et aisément
repérables dans les outils de navigation (flèches page suivante/page
précédente).

le dernier commentaire de l'Aquitaine demandait à avoir 2 url différentes 
pour les
thèmes et la géo : c'est un retour en arrière non justifié par rapport à
