Images with accented letters in title are not displayed #425

What steps will reproduce the problem?
1. I create a new gallery and import image files from a folder
2. Some photos in the folder have filenames containing accented characters, 
like "è".
3. Gallery is created, all images are loaded, but images with accented letters 
in the tiele are not displayed. The link to the image is changed, for example 
"ù" is substituted with "%c3%b9" and image is not found.

What is the expected output? What do you see instead?
The images I uploaded. Images with accented letters in the filaname does not 
appear. It appear an empty image with a red "X"

What version of the product are you using? On what operating system?
Last version on linux.

Non ASCII chars are always a hassle in filesystems (WIN, *nix), currently I 
suggest not to use them, if you find a workaround,don't hesitate to reopen this 
issue
