Introduce non-throwing version validation methods for VCFHeaderLine

• VCFMetaDataLines::getValidationErrors returns a map from line -> error useful for checking if version transition would succeed before doing transition
• Add tests for validating header lines
• Add TribbleException.VCFVersionValidationFailure
