Add settings for the three timers #39

Settings page: adds the possibility to set the value of the timers in minutes for the three timers: tomato, short break and long break.

Resolves issue #21.

PS: First pull request ever, so forgive me for any mistake in the good manners. I wanted to exercice on a web extension, so I forked it. Once I did my changes, thought to share it, especially since I saw the issue was still open. If you don't need it, it's okay.
