Runners permanent init exception stops the whole application

• Transient init exceptions as well depending on rate
• Config JSON schema changes on new releases
• Lingering registry entries prevent new registration
• Incomplete recompile makes certain modules unavailable

A double layer of supervisor fixed the problem. They are working reliably now. See lib/athasha/runner.ex.
