UI for Judge #3

Some players have expressed interest in a more overt way of letting them know that they are the Card Czar, such as a border color change.

Right now, camera switches to them, displays their name as Card Czar in the title of that window and the Your Cards div is collapsed.

Border color could help although not sure what color was represent the Czar the best.

A muted red could work here. Lets test it in some playthroughs and see what people think.

Players seem to take well to current UI.
