Properly deal with the instrumental resolution when making the Emission Lines #6

in SF.emline, FWHM_gal can be a callable function which returns the FWHM (in Angstroms!) at the centre of each emission line. Add this in using the instrumental resolution we read in earlier.

This should default to 0!
