Steps to move towards deprecation? #150

The community's moved towards using bundled packages such as Hyrax, and it was already rare for this package to be kept up and for people to use it. However, this repository has the grant_revoke_gem_authority.rb script, which needs to live somewhere. Can we move that elsewhere (samvera.github.io?) If not, can we simplify this repository so that's all it is?

That script was moved to samvera-labs/maintenance and an email proposing deprecation has been sent to samvera-tech.
