Creating a means of ensuring that ProjectHydra's ruby gem owners are synchronized against all of ProjectHydra's gems.

Closes #17

My only question is whether we should auto-populate the RUBYGEM_NAMES array via https://api.github.com/orgs/projecthydra/repos
