Investigate Use of Language Maps in IIIF Presentation 3.0

Description

Should we use @none? English? How will we consider the use of language in the record metadata and how it maps to the manifest? What's the best way to handle this in the manifest and what does the spec expect for best practice?

What we have now will work, but do we need to do something more.

Done looks like

• Discuss benefits of adding language tags
• Ensure path forward is understood
• write issues if necessary
• [fuzzy] Involve Hyrax community/ let them know about the plan/ Issues may be in Core.
