Embargo (and lease) now correctly set visibility after embargo (or lease)

@fritzfreiheit If this is a hydra-access-control issue, could you please create a PR with a test case? It would be better to have it fixed upstream instead of having to maintain the local monkey patch.

@cjcolvar -- I intend to create a PR in https://github.com/samvera/hydra-head about this and remove this monkey patch when it's been fixed there. In the meantime, this is really a critical bug that needs to be fixed for embargo to function correctly here in chimera.
