Support setting DOI status when resource visibility changes #10

James Van Mil: This is closely related to reserving DOIs, but also includes setting the status to 'unavailable' when visibility is no longer 'public' (and back again)

Problem with DOI's that have been public and then are made 'unavailable' - the DOI will not resolve.

Maybe this is tied with "tombstoning"? A tombstone for deletions - not coming back and a different one for temporarily unavailable.
