Make recommendation on where/how to document reference models for existing implementations for effective communication
Promote APIs as a means of interoperability between layers and services
Articulate use cases for common scenarios

For the fourth bullet I can see pulling that apart separately to tackle the internals of the Hydra stack in one way, and external integrations another way. This primarily being driven by their both more options for API platforms as well as variety of requirements for external facing APIs and data models.

So, I could see the other group being called Charter Working Group for Common Interfaces

@rickjohnson I'm a little unclear here: I think the interface/API conversations should stay pretty tightly connected, and that reference patterns for developing Concerns seems like a logical follow on. Are you proposing two separate groups?
