add Rails 6.1 with ruby 3.0 to CI Build #397

Note I believe I have noticed very few if any JS tests are actually running in the build -- that's a pre-existing condition. But may explain why it was so "easy" to get Rails 6.1 (and 6.0?) builds passing, and may not be a good sign. But one thing at a time.

(I do know from personal experience that browse_everything JS can work in a Rails 6.1 app, I am using it in such!)
