Updating the Product Owner information in preparation for the 2022 autumn request for maintenance #213

This is necessary in order to request from the community renewed efforts for maintenance, and to direct those outside of the community to the Samvera Slack.

https://github.com/CircleCI-Public/cimg-ruby/issues/67 seems to be the breaking issue. Attempting to use a different cache key.

Various attempts to find a solution for this are not yielding any results. I will try and avoid using the samvera/bundle command from https://github.com/samvera/samvera-circleci-orb
